Managing Director, Ciptanet International Pty Ltd

Graeme has a background in professional accounting that has included auditing, consulting and taxation and a wide number of consultancies, including major country studies in Indonesia, Philippines, Thailand, Nepal, Vietnam, Mongolia and Tonga. The topics included introduction of public sector accounting, poverty reduction economic studies, loan reviews, microfinance studies and organisational change management reviews. He was involved in preparing the initial corporate plan for the Indonesian Ministry of Finance.  Graeme’s experience includes advising governments on governance, strategic planning, accounting standards, asset management, finance, preparing and delivering management courses in restructuring, commercialisation and corporatisation in the public sector, publishing and research in public sector finance and organisational restructure.

Professor Bill Russell, PhD.

Program Director and Senior Advisor, Ciptanet International

Bill is a senior public policy specialist with over 30 years experience as a public servant, academic, and consultant.  He is currently a consultant with senior academic appointments at La Trobe and Southern Cross Universities.  He has conducted public policy and audit reviews for the Commonwealth (AusAID), State (Victoria) and local government agencies and has been Research Director for the Commonwealth Public Service Board in Canberra, and has provided public sector management technical advice to AusAID and has delivered numerous training courses to government officials in Australia and overseas. He is co author of the largest selling public administration text.

Professor Bernard BarryPhD.

Senior Associate, Ciptanet International

Bernard is a specialist management and education consultant.  Previously, he was Professor of Management (1989 – 2000) at Monash University where he held additional appointments as Director of the Graduate School of Management (1990 – 1994) and Chairman of the Department of Management (1992 – 1994).   He was Professor of Organisational Behaviour at the Cranfield School of Management (1984 -1989). Professor Graeme Hodge, PhD.

Senior Associate, Ciptanet International

Graeme is Director for the Centre for Regulatory Studies, Faculty of Law, Monash University. He is a leading international expert and trainer in public sector reform, including accountability, performance measurement, public enterprise reform and contracting-out services. Graeme is an public sector reform specialist having conducted governance training programs in Indonesia, China, Philippines and Australia over the past decade. He is the co-editor of the International Handbook on Public-Private Partnerships (2010)

John Torriero

Senior Associate, Ciptanet International

John is an experienced business manager and educator with an extensive track record in delivering quality outcomes in management consulting. He has led multi-disciplinary teams in both donor funded and privately financed initiatives including several World Bank and Asian Development Bank technical assistance programs in the Asia-Pacific. He has designed successful executive education programs in organisational change and technology management. He is currently responsible for business development and program management at Ciptanet.

Rainer Rohdewohld

Co founder and director, Ciptanet International – based in Europe

Rainer holds master degrees in Political Science (Freie Universität Berlin) and Public Administration (Post-Graduate School of Administrative Sciences, Speyer). He has extensive experience as a researcher, policy advisor, trainer and manager of aid projects involving public sector reform and change management, specialising in decentralization and multi-level governance issues in Asia and West Africa.  He has undertaken long-term assignments in Indonesia, India, Ghana and Cambodia, and short-term assignments in several more countries. He is currently based in Germany.

Dr Scott Phillips

Senior Associate, Ciptanet International

Scott is a highly experienced manager, social researcher and trainer in public administration. He has PhD from Oxford in social research, and experience as a senior manager in the Australian Commonwealth Public Service of social programs. He has been Head of Department at RMIT University, and undertaken training with Ciptanet International in Indonesian local government. He has experience as a social policy consultant for major clients across the public and private sectors in Australia and internationally.

Valarie Sands

Senior Associate, Ciptanet International

PhD candidate in human resource management. Valarie is a specialist in public sector reform, organization capacity building and human resource planning, and has experience as a program co-ordinator and manager for executive education and training programs. A former senior manager in the Victorian Government, Valarie’s experience within the sector provides a strong foundation on which to measure public sector performance. She is currently evaluating a major Australian public sector reform policy initiative while completing her doctoral studies.

Michael Cain, FCA

Michael Cain is a senior accounting and auditing standards specialist, being a former partner in the international accounting firm Coopers & Lybrand. He is a experienced trainer and consultant specialising in international accounting and auditing standards, internal control, risk management and quality control of accounting practices. He was the co author of a report on quality control for the accounting profession conducted for the Financial Reporting Council in Australia. He has extensive international experience in Vietnam in audit training on World Bank assignments, and quality reviews of accounting firms in Asia and Australia.

Yuni Budiastuti, BE, MBA

Director, Ciptanet International (Indonesia)

Yuni has had over 19 years of experience working with various organizations both in the private and public sector, including The Jakarta Stock Exchange.  She has been involved as a Consultant in ADB Projects in Indonesia, ranging from Local Government Finance to Managing Regional Disparity & Poverty Reduction and Improving Country Financial Accountability.   As the Managing Director of the Jakarta Institute of Finance and Co-Director of the Public Management International Institute, she was responsible for the managing the Indonesian operations of Ciptanet International as well as providing consultancy and developing syllabus and training programs for clients. Yuni is currently a senior advisor on the AusAID-funded INSPIRE Project that is working closely with central agencies of the Indonesian government on Public Service reform.

Owen Podger

Senior Associate, Ciptanet International (Indonesia)

Owen is an experienced trainer, consultant and colleague of Ciptanet International having lived and worked in Indonesia for over 30 years. Owen has undertaken many assignments in Indonesia for aid agencies World Bank, Asian Development Bank, AusAID and GTZ covering a wide range of reform projects. He is the lead manager and promoter of the INSPIRE project working with the central agencies in Indonesia to deliver public sector reform. He is a fluent Bahasa Indonesia speaker and has a venerable background in Indonesian affairs.

Alan Fotheringham, FCA

Alan is a qualified  accountant with extensive experience in risk management, performance auditing and accounting and audit training in Australia and Indonesia.  His background includes academia with the University of Melbourne followed by a partnership in Price Waterhouse where he was involved in audit, risk management assessment and training. He undertook training for the Indonesian associate of Price Waterhouse in Jakarta. He is currently a member of audit committees in local government in Victoria, Australia, and a risk management consultant.
